Practical Guide for Flooring Work in Pointe-Claire

Regulations and Permits for Residential Sector

Obtaining Residential Construction Permits

In Pointe-Claire, before initiating any construction, transformation, or expansion project, it's crucial to verify whether a construction permit is required. This preliminary step is essential for any new construction, alteration of a building's exterior appearance, installation of a fireplace or heating system, and even for excavation. Fortunately, regular maintenance or minor repairs do not require a permit.

Compliance with Local Regulations

All projects must adhere to Zoning and Construction regulations, PIIA standards, as well as the Quebec Construction Code. These regulations are available on the Pointe-Claire city website.

Environmental and Urban Considerations

For projects involving new construction or expansion, it's imperative to consult the Engineering Service for information about street level, alignment, and water and sewer connection points. Additionally, an urban forestry assessment is required to protect the forest cover. This assessment must include detailed information about the existing vegetation, including photographs.

Procedure for Permit Application

Required Documents

To submit an application, the following documents must be emailed to urbanisme@pointe-claire.ca:

  1. Permit or certificate application form.
  2. Copy of the location certificate prepared by a land surveyor.
  3. Plan detailing the location of trees, planned plantings, and the urban forestry assessment.
  4. A series of plans signed by an architect or a professional technologist, depending on the project.

Fees and Deposits

Permit fees are calculated at $12 per $1000 of the estimated cost of the work, with a minimum of $120. Security deposits are also required, varying according to the nature and scope of the project.

Approval Process and Conditions

The Pointe-Claire Urban Planning Service evaluates applications within a 30-day period, provided the file is complete. For projects requiring tree protection, proof of these protection installations is required before obtaining the permit. It's important to note that no work can begin before the permit is issued.
